That clock is on a BB and I don't remember if that clock was used for actual time of if it was used during Gunnery practice.

Well, without flat out looking up the answer (saw this topic on LIB BBS but didn't wanna look) I'd guess that the range clock was used to let the guys on the tons o' guns on the BB the estimated range to target?

This is true - yet there is a bit more to go. Remember back in Nelson's day, Line of Battle tactics - the range clock has something to do with this tactic.
